William Alfred Belcher

November 6, 1941, in Willington South Carolina, WILLIAM ALFRED BELCHER made his entrance into the world. He was born to parents William Coleman Belcher and Hattie Rebecca Moss Belcher. He was the oldest child in their union, to be followed one year and one day later by the birth of his only sibling, his sister, Rebecca Evonne Belcher (now Duckett). William began his early education in South Carolina. At age 11, he moved to Philadelphia where his education continued in the Philadelphia Public School System. After graduating from high school, William continued his studies at Lincoln University where he joined the Reserved Officer Training Corps (ROTC). There, William discovered a passion for the armed services and enlisted into the United States Army on September 16, 1966. He served as the Commander of the 1331st Combat Engineer Unit, and he eventually rose to the rank of Captain before receiving an honorable discharge on June 9, 1970. He served one additional year in the Army reserves, then his military career ended on June 7, 1971. While William was in the Army, he met and fell in love with Ms. RosalieRebecca Turpin. The couple wed on June 25, 1967, while William was on brief military leave. Two daughters were born from this union: Allison Courtney Louise Belcher and Meagan Kimberly Nicole Belcher. After leaving the military, William began his corporate career working in Human Resources for the Campbell Soup Company. His career transitions would later take him to Mrs. Paul’s and Dietz & Watson. With each step, he rose in position until his retirement. He finished his career at the highest level, as a Human Resource Executive. His business acumen and tenacious work ethic was unmatched, and he wanted to transfer these qualities to all the young people in his sphere. As his career grew, he was known to connect people to open positions at the companies where he worked. He was generous with his knowledge and always wanted to see others make forward progress in their careers. William entered his second marriage in 2000, marrying Ms. Yvonne Sherman. The couple established their lives together in Sicklerville, New Jersey. Yvonne, along with her adult daughter, Michelle C. Sherman-Pannell and their extended family were an important part of William’s life during these years. Yvonne became ill and William cared for her until her passing in 2012. William then rekindled his love with Rosalie. The two remarried on April 5, 2014, and settled down in their Baltimore, Maryland home. William remained loving and dedicated to Rosalie and their daughters until his last day, July 13, 2026. William was active at Madison Avenue Presbyterian Church in Baltimore where he took joy in serving his community. On the first Sunday of each month, he was responsible for providing wine for communion and then he would help to make sure communion was ready to serve. He took pride in providing biscuits for feeding the homeless, he collected offerings, and there was simply no task too small for his big servant heart. Whatever needed to be done, he was willing to do it. William’s love for his family was just as immense. For many years he served as President of the Foote Family Reunion. He deeply understood the importance of recording family history and the need for family to come together. Surely his legacy would continue within the Foote Family Reunion. If he ever greeted, you by saying “Bill Belcher here!” you have experienced the big, loving, full-bodied essence of William Belcher. This greeting will ring in our hearts forever. His endless (sometimes not-so-funny) dad jokes, as well as his continuous melodic humming are fond memories we will cherish. William Belcher leaves to mourn: his loving wife, Rosalie-Rebecca Turpin Belcher; daughters, Allison Belcher and Meagan Belcher; sister, Rebecca Duckett; brothers-in-law, Fred Duckett and John Turpin; sister-in-law, Marie Turpin; grandchildren, Jonathan, Aaron and Donte; nieces, Tracey, Juanita, Michelle and Angela; Yvonne’s daughter, Michelle and family; a host of great-nieces, great-nephews, friends, and so many more family members, associates, and loved ones.
