Jacqueline Denine Spencer

Jacqueline “Jackie” Denine Randolph Spencer was born April 25, 1965, in Baltimore, Maryland to the late Welford “Billy” Collins and Mildred Randolph Hastings. She departed this life on January 14, 2026, at the Northwest Hospital Baltimore, Maryland. Jackie attended Walbrook High School, Baltimore MD, and graduated in 1983, and also attended Baltimore City Community College. On June 27, 1987, she married Carlas “Carlos” Spencer in Baltimore, Maryland. Soon thereafter came the joy of her life, her lovely daughter Kristin Clinique. Jackie was a kind, God loving spirit. Jackie loved listening and dancing to house music. She loved herself some Maryland Old Bay seasoned crabs, along with her secret recipe dipping sauce, and she loved being a “Walbrook Warrior.” Jackie was the Spencer Randolph family CFO, Chief Fun Officer. She hosted the absolute best holiday parties and family reunions. She was the glue in all of our family gatherings and birthdays. Jackie may have cracked a lot of jokes, but she had a heart of gold, willing to give the shirt off her back to help others, especially her family. She was so vibrant and welcoming to anyone. Jackie was employed as Director of Environmental Services for North Oaks Senior Living Community from 2008 to 2026. She also had experience in the hospital and hotel industries. Prior to her time at North Oaks, Jackie served as the Environmental Services Supervisor at St. Joseph’s Medical Center and the Assistant Director of Environmental Services at Upper Chesapeake Medical Center from 2006-2008. She served as Housekeeping Supervisor with the Regional Institute for Children and Adolescents (RICA), Baltimore, Maryland from 1999-2005. As a devoted military spouse, Jackie accompanied her husband on multiple assignments to U.S. Air Force Bases, both in the continental United States and Overseas. During those assignments from 1992-1999, Jackie worked as the Director of Housekeeping in the Force Support Squadron. There she helped provide world class accommodation for the active, reserve and retired military service members and their families at bases in California, Delaware and Germany. She also served as the Club Manager at Zaragoza Air Base, Spain from 1990-1992. She is preceded in death by her father Welford Collins, and her stepfather William “Button” Hastings. Jackie leaves to cherish her memory: her husband Carlas Spencer, MSgt USAF retired; her daughter Kristin Spencer, Major, USAF, Boston MA ; her mother Mildred Randolph Hastings, Baltimore, MD; three brothers Timothy and Toby of Baltimore, MD, and Todd (Penny) Lorton, VA; three sisters Deborah Collins-Sampson (Joe), Suffolk, VA, Cozette Dennis, Baltimore, MD, and Taren Mangual (Cliff) Mooresville, NC; six nieces, Timisha, Jade, Shacolby, DominiQue, Cenaé, and Jule; five nephews Richard (Nutishia), Shawn, Tavon, Jordan, and Will; four aunts Karen Harris-Reaves (Tony), Baltimore, MD, Cathy Harris Jones (Al) Suffolk, VA, Jesse Ryan, Greenville, NC and Deborah Spain, Ayden NC; two uncles Reginald Harris (Kimberly), Baltimore, MD, and Ronald Harris (Lynn), Baltimore, MD; several great nieces and nephews, a host of cousins and other relatives, in-laws and friends.
